Biography
Faculty Bio
Dr. Knepper spent 20 years working for nonprofits and local governments, where she worked primarily in access to services for vulnerable populations, facilitating collaborations, program evaluation, and board governance. She now teaches public administration and management courses at 91ÊÓƵ. She is a full Professor in the Department of Public Administration. She is the current District 1 National Council Representative to the American Society for Public Administration (2024-2027). She is a founding board member for the Northeast Conference on Public Administration, and an active member and past chair for the Section for Women in Public Administration, ASPA.

Research Interest
I am fundamentally interested in the nexus of government, nonprofits, and healthcare as they intersect with disparities- of opportunity, access, and power. As an applied researcher, I’m curious about policies, both formal and informal, their influence on societal outcomes and how different sectors influence each other. My research focuses on system-level change, how public policies influence outcomes, and the implications of how relationships across sectors affect services with attention to intersectionality, gender, and vulnerable populations. I am the co-editor-in-chief for the Journal of Social Equity in Public Administration and the immediate past editor-in-chief of the Journal of Health & Human Services Administration. My recent scholarship appears in Public Administration Review, Administrative Theory & Praxis, Public Integrity, and the Journal of Public Affairs Education.
